The objective of the mission statement is to have your executive team identify the objectives of the project, and who is to be part of the project team. This is so everyone knows what the goals of the project are. The project charter is the next level where the project team lays out the framework of the project, the reporting structure, identifies who is in charge, and what the area of responsibility is for each participant.

We further delineate participants as tier one support – those members that are dedicated to the entire project, and tier two – those who will be involved in only parts of the project depending on its stage.

The key is to determine what the mission is and who is involved, and then prepare for the next stage, which is the schedule of activities.
